Dr. Courtney Downes joined the Bureau of Energy Resources at the U.S. Department of State as a AAAS Science & Technology Policy Fellow in December 2020. She currently serves as an energy officer in the Office of Energy Transformation and supports the Bureau’s global engagement on hydrogen, carbon management technologies, clean energy deployment and procurement, and clean energy supply chains. During her AAAS Science & Technology Policy Fellowship from December 2020-December 2022, she served in the Office of Energy Diplomacy for Middle East and Asia and was responsible for leading the Bureau’s energy policy development and engagement strategy for the South Asia region (Afghanistan, Pakistan, India, Sri Lanka, Bangladesh, Maldives, Nepal, and Bhutan). She obtained her Ph.D. in Chemistry from the University of Southern California in 2018. Her research focused on the synthetic development, characterization, and performance evaluation of inexpensive catalysts for the electricity-driven production of hydrogen from water. She was a post-doctoral researcher in the Catalytic Carbon Transformation and Scale-Up Center at the National Renewable Energy Laboratory (NREL) from 2018 to 2020 focusing on the electricity-driven conversion of CO2 to fuels and feedstocks and the development of inexpensive and scalable synthesis methods for catalysts that are critical for the production of electrofuels.
